How We Review: the JILI123 Criteria
You should not have to take a guide's word for anything. What you can reasonably check is whether it has a method and whether it sticks to it, so this page publishes ours: the criteria applied to any operator described here, the limits of outside observation, and how the site is funded. There are no scores and no 'best casino' tables. JILI123 is an independent guide and not a casino — no deposits, no games, strictly 21+.
Eight criteria
- Licence disclosure — the regulator named, the licensed corporate entity named, and that entity matching the domain you would deposit into.
- Payment rails — whether it is clear that a method runs over an e-wallet, InstaPay or PESONet, which behave differently from each other.
- Terms clarity — whether a first-time reader can find the wagering multiple, the expiry and the excluded games without hunting.
- KYC rules — whether the documents and the trigger point are stated before you deposit rather than at your first withdrawal.
- Complaint route — whether a path exists beyond live chat, and whether the regulator's channel is acknowledged.
- Responsible-gaming tools — whether deposit limits, cool-off and self-exclusion exist as working controls.
- Support channels — which channels, in which languages, and whether hours are actually stated.
- App distribution — whether the install route is honest about sitting outside the app stores, and whether files are pushed through social channels.
Each is a question about disclosure, since disclosure is the only thing an outsider can read. We are not auditors, and we do not write as though we have seen inside anyone's operation.
What each criterion is worth to you
| Criterion | Why it matters to a player | Weak signal |
|---|---|---|
| Licence disclosure | It decides whether a regulator will hear your complaint at all | A badge image with no named entity behind it |
| Payment rails | It explains most 'slow withdrawal' surprises before they happen | A logo wall with no limits or handling described |
| Terms clarity | Unread wagering terms are the commonest reason a balance cannot be withdrawn | Conditions buried in prose |
| KYC rules | Knowing the documents in advance prevents a blocked first payout | Verification first mentioned when a payout stalls |
| Complaint route | It is the difference between an escalation and a dead end | Live chat as the only acknowledged route |
| Responsible gaming | Limits set before you start are the only ones that work | A policy page with no controls |
| Support channels | It determines how long a bad night lasts | A form naming no hours |
| App distribution | Honest distribution is a proxy for honesty elsewhere | Installers offered in chat groups |
The verifiable half
We can confirm that a claim is published and where, that two pages do or do not contradict each other, that a named licensed entity appears on the regulator's own published list, that bonus terms state a multiple, an expiry and exclusions, that responsible-gaming controls exist in the account area, and that advertised support channels respond.
We can also state public facts about the rails: InstaPay moves in real time within a per-transaction cap set by the system, and PESONet settles in batches on banking days. Those belong to the payment network rather than to any brand, which is exactly why they are safe to publish.
The unverifiable half
We cannot tell you how fast a specific account is paid, what happens inside a risk review, whether the promotion you were shown is the one shown to the next reader, or whether a game's outcomes track its published RTP across your own sessions. We have no access to your account and no view into any operator's queue.
So every operator-specific number — handling window, minimum, fee, bonus amount, VIP threshold — is described as set by the operator, with its own cashier page and terms as the only current source. Printing a figure we cannot stand behind would make this site worse, not more useful.
Not published here, ever
- Invented payout times, fees, minimums or bonus amounts
- Licence numbers we have not seen on a regulator's published list
- Scores, stars or ranked tables of operators
- Fabricated authors, or the claim that our team tested an account
- Installer files, APKs or mirror links
- The idea that a system, pattern or tool beats a random outcome
Partner links
Some outbound links are partner links, meaning a commercial relationship may exist with the destination. It governs whether a link exists. It does not govern wording, does not remove a criticism, buys no place in any list, and gives no operator a preview of a page. Nor do we accept payment to retract a correction.
Updates and the disclosure
Pages carry publication and modification dates, and we revise when a term changes, when a rail's public behaviour changes, when guidance moves, or when a reader shows us an error — in place and dated. To state the obvious once: JILI123 is an independent guide, not a casino. It accepts no deposits, holds no funds, runs no games and cannot act on any operator's platform. For adults 21 and over.
Frequently Asked Questions
Why does this site not rate operators out of ten?
A single figure averages away the criterion that matters to you and implies a precision nobody has. We report the criteria separately.
Does a partner link soften a page?
No. It affects whether a link is present and nothing else, and no operator sees a page before it is published.
Why no payout times?
They are account-level and operator-set, so any figure printed here would mislead a later reader. The operator's own cashier page is the only current source.
Do you test operators yourselves?
No, and we do not claim to. One anonymous account proves nothing about how yours will be handled, so we restrict ourselves to published, checkable material.
Is there a named reviewer?
No. Pages are published by the JILI123 editorial desk as an organisation rather than under an invented human byline.
How do I challenge something you wrote?
Use the contact route here, name the page and quote the sentence. With a source attached it gets corrected quickly.
Before You Choose an Operator
